
Moldovan driving licenses to be able to be converted in Italy without additional exams as of November 8, 2025
Moldova’s citizens residing in Italy as of November 8 2025 will be able to exchange driver's licenses issued after 2020 for Italian licenses without having to pass additional theoretical or practical exams. The same conditions will also apply to Italian citizens residing in Moldova.
According to the Ministry of Foreign Affairs (MAE), with the new version of the Agreement, any changes regarding the format of the licenses can be updated in the future through an exchange of Verbal Notes, without the need to restart the entire legal procedure of amending the Agreement — a process that previously took years and created difficulties for citizens holding new types of licenses.
“This achievement confirms the constant commitment of Moldova’s authorities to protect the rights of our citizens wherever they are and to support their mobility and integration into the European space,” MAE informed.
Moldova has concluded similar agreements with Latvia, Spain, the United Kingdom, Greece, Israel, Turkey, Albania and Lithuania. An Agreement with France has been initialed and is set to come into force and there is a Joint Declaration of Intent with Germany in this regard.
