New rules for accession to school headmaster position in Moldova: written test becomes compulsory for candidates
The competitions for holding the positions of headmaster and deputy headmaster in general education institutions will be organized based on new rules. The main changes include reducing the number of competition stages from four to three. Thus, the separate evaluation and scoring of the CV has been eliminated, but it stays a compulsory part of the application file.
According to a regulation approved by the Ministry of Education and Research, the competition will include three successive stages: verifying the fulfillment of participation conditions, evaluating professional and managerial knowledge (written test), and the interview.
Additionally, the regulation introduces the written test as a mandatory stage for all candidates, including those competing for the position of deputy director.
Another change involves reducing the number of compulsory certificates. Previously, candidates had to present three certificates; now, only a single medical certificate issued by the family doctor is required, attesting fitness for exercising the position.
Moreover, a compulsory condition regarding the impeccable reputation of the candidate has been introduced. Thus, persons who have been convicted for severe, particularly severe, or exceptionally severe crimes committed intentionally, even if their criminal records have been expunged; have non-expunged criminal records for other crimes or prohibitions applied as a result; show behavior or conduct activities incompatible with the Teacher's Code of Ethics standards; have committed an abuse violating fundamental human rights and freedoms, will not be able to participate in the competition.
Another important change is the elimination of the requirement to present the institution development plan draft at the application submission stage. This document will need to be presented to the commission only on the interview day.
Also, according to the new provisions, individuals applying for the positions of headmaster and deputy headmaster in general education institutions must not exceed the age of 65.
The regulatory changes will come into effect on the date of publication in the Official Journal (Monitorul Oficial).
