Superior Council of Prosecutors comments on procedure of external evaluation of Moldova's Prosecutor General: decision adopted based on verified materials

The Superior Council of Prosecutors (CSP) has issued an official reaction following controversies in the public space regarding the procedure of external evaluation (vetting) of Prosecutor General Alexandru Machidon. The discussions emerged after details had appeared in the press from the Evaluation Commission’s report, according to which part of his assets are said to come from a family inheritance discovered at his parents’ household.

The CSP emphasized that the external evaluation was a complex process carried out in more stages, involving an independent Commission and experts, which entails the verification of a large volume of documents, explanations, data and relevant circumstances. Subsequently, within the limits of its legal competences, the CSP examines the materials and conclusions presented, ensuring compliance with the legal framework and applicable procedural safeguards.

"The CSP considers that any public analysis of such a case must take into account all elements examined during the procedure and avoid taking out of context any statements or circumstances that may create a distorted image of the Commission’s conclusions," the Council underlined.

At the same time, the CSP notes that the evaluation included aspects related to family situation, inherited property, the economic activity of family members and other personal circumstances developed during more years, which require a complex and careful assessment.

According to the evaluation report, the explanations provided by Alexandru Machidon were analyzed from the perspective of their consistency, coherence and sound reasoning, being verified in relation to the materials and information gathered by the Commission.

"In this case, the CSP adopted its decision on the basis of the report and conclusions of the external evaluation Commission, after examining all relevant circumstances and the materials verified within the legal procedure, and not on the basis of interpretations or speculations that later appeared in the public space," the CSP noted.

The CSP’s reaction comes after details from the Evaluation Commission’s report appeared in the public space, according to which part of the Prosecutor General’s assets are said to originate from a family inheritance discovered at his parents’ household.
