New rules for obtaining residency or citizenship in Russia

The Ministry of Foreign Affairs (MAE) warns citizens of the Republic of Moldova in the Russian Federation about significant changes in Russian legislation, which may have implications for those applying for a residence permit or Russian citizenship. According to a presidential decree, certain categories of foreigners applying for a Russian residence permit or citizenship may be required to sign a military service contract or provide a certificate proving unfitness for military service.

According to the MAE, although Russian authorities have mentioned the existence of "special conditions" for Moldovan citizens, their application is unclear, and in practice, there is a risk that people may be pressured to accept military obligations.

The MAE recommends Moldovan citizens exercise maximum prudence and not sign any military-related documents without legal consultation. In case of pressure or abusive situations, they are advised to immediately seek consular assistance.
