Parliament terminates another agreement with CIS
The Parliament of the Republic of Moldova today terminated an agreement concluded within the Commonwealth of Independent States (CIS) concerning the division and use of the inventory fleet of freight wagons and containers belonging to the former Ministry of Communications Railways of the USSR, signed in January 1993.
The initiative to denounce the agreement was put forward by the Ministry of Infrastructure and Regional Development. According to the authorities, the agreement was intended to ensure the continuity of rail freight transport and to avoid economic disruptions during the post-Soviet transition period.
The document formed the basis for the division of wagon and container fleets among CIS member states and other former Soviet states, as well as for establishing a mechanism for their joint use. Authorities note that the agreement is no longer relevant, as the division of these assets was completed about three decades ago, and the cooperation mechanisms it provided are no longer applied.
At present, the Republic of Moldova’s cooperation with its foreign partners in the railway sector is based on modern bilateral and multilateral agreements. At the same time, the document is considered incompatible with the process of reform and modernization of the national railway sector, in the context of alignment with European Union standards. The authorities also invoke the regional security context, marked by the Russian Federation’s war of aggression against Ukraine, which highlights the risks of maintaining legal arrangements inherited from the CIS framework.
The termination of the agreement is part of the process of reviewing treaties signed under the CIS platform and harmonizing the national regulatory framework with European standards.
