Holiday vouchers now available for employees of private sector in Moldova
Holiday vouchers become officially operational in Moldova, following the authorization of the first national operator that will handle their issuance and management, the Culture Ministry announces. The mechanism allows employers of the private sector to optionally offer vouchers meant exclusively for holidays spent inside the country.
According to the authorities, the vouchers can be used to pay for tourism services in Moldova, especially in rural areas, including mandatory accommodation and at least one other service provided by tourist reception units.
Employees will be able to use the vouchers in guesthouses and other accommodation facilities included in the network of the authorized operator, while employers will be able to offer them as a tool for motivating staff.
For the business environment, the vouchers represent a tax-advantaged mechanism, as they are not taxed, while for the tourism sector, they represent an opportunity to increase the number of visitors and the occupancy rate.
Guesthouses and accommodation units from rural areas are encouraged to register with the National Tourism Office, in order to be able to accept holiday vouchers and be included in the operator’s network. They can, in turn, become authorized operators for issuing the vouchers.
The annual value of the vouchers may reach up to 50 per cent of the average monthly salary in the economy, i.e. approximately 8,700 lei in 2026. The vouchers will be valid for one year from the date of issuance, cannot be converted into cash and will be used exclusively for tourism services on the territory of Moldova.
The authorities say that the new mechanism aims to develop domestic tourism, support the local economy and promote the country’s natural and cultural heritage.
