Public sector employees of Moldova to receive one-time allowances of up to 4,000 lei; parliament approves budget's revision in first reading
The public sector employees with an average monthly income of up to 20,000 lei will receive exceptional one-time allowances worth up to 4,000 lei. To fund these payments, 560 million lei will be allocated from the state budget. The draft law amending the state budget for 2026 today was approved by the parliament, after more than two hours of debate.
The document was presented in plenum by Finance Minister Victoria Belous. According to her, the draft was prepared following updated estimates regarding revenues’ developments and the need to allocate additional funds to finance public policy measures.
“The draft was prepared as a result of updated estimates regarding revenues’ developments, as well as the need to allocate additional funds to finance policy measures. The main additional allocations are proposed for the following actions and projects,” the finance minister said in Parliament.
Thus, an allocation of 560 million lei is earmarked for the payment of exceptional one-time allowances for public sector employees.
According to the finance minister, the payments will be provided to various categories of public sector employees whose calculated average monthly salary does not exceed 20,000 lei.
“The draft law provides for the establishment of exceptional one-time payments for various categories of public sector employees, whose calculated average monthly salary does not exceed 20,000 lei,” Victoria Belous said.
The 4,000-lei allowance will be granted to management staff, teaching and research staff, research personnel, as well as teaching staff of public general education institutions and other public institutions. Employees of organizations operating in the fields of research and innovation will also benefit from this payment, as well as the management staff at methodological centers and methodologists from local specialized education authorities.
Employees in national defense, public order, healthcare, culture, sports, local public administration and justice will receive financial support of 3,000 lei, while technical staff, security guards, cooks and auxiliary personnel will receive a one-time allowance of 2,000 lei.
Under the draft on rectification of the state budget for 2026, total expenditures will increase by 2.77 billion lei and exceed 103.34 billion lei. In addition to the funds allocated to support public sector employees, transfers to the state social insurance budget will increase by 1.67 billion lei, of which 550 million lei will be earmarked for energy compensation provided as cash payments.
Additional financial resources will also be allocated to the National Regional and Local Development Fund, which will increase by 1 billion lei, in order to complete major infrastructure projects. The Road Fund will be increased by 300 million lei. Spending will also rise to cover salary needs at institutions financed from the state budget and at educational institutions subordinated to local public authorities. At the same time, expenditures related to projects financed from external sources will be reduced.
Meanwhile, state budget revenues will increase by 600 million lei, reaching 80.27 billion lei.
