Speaker: 2027 local elections to be held under new administrative-territorial structure

The 2027 local elections will be organized under the new administrative-territorial structure of the Republic of Moldova, Speaker Igor Grosu said. According to the speaker, until August 31 the amalgamation process was voluntary, while starting September 1, 2026, the authorities will move to the stage of mandatory amalgamation.

“The 2027 elections will definitely be held under the new structure of local public authorities at levels 1 and 2,” Igor Grosu said.

He noted that the period for voluntary amalgamation had been extended by one month, during which localities wishing to participate in the process received assistance and adopted the necessary decisions.

“Those who wanted to participate received full assistance and adopted the necessary decisions,” Grosu said.

Starting September 1, 2026, the authorities will move to mandatory amalgamation. Igor Grosu said that some localities were already expressing reluctance to participate in the process, but that the state had several mechanisms at its disposal to ensure that the reform was completed successfully.

“There are several mechanisms available to the state that it can use to ensure the success of the amalgamation process and make it possible for the 2027 local elections to be held under the new administrative-territorial maps,” Igor Grosu said.

The administrative-territorial reform aims to reorganize local public administration authorities and strengthen their capacity to provide public services.

More than 60% of the mayors’ offices in the Republic of Moldova have completed the voluntary amalgamation process, while approximately 150 mayors’ offices reached final decisions in August. The results of the first stage of the local public administration reform were presented on Wednesday, September 2, by Government Secretary-General Alexei Buzu, who described the involvement of local representatives as a clear sign that the reform is accepted at the local level.
