Chișinău budget for 2026 approved by City Council
The draft budget of the capital for 2026 was approved today, in the first and second readings, by the Chișinău Municipal Council (CMC), with a delay of several months. The document was supported by 27 votes. The Action and Solidarity Party (PAS) faction announced that it would abstain from voting, denouncing a lack of transparency.
The document provides for revenues of 9.6 billion lei, of which about 4.9 billion lei are transfers from the state budget. Expenditures total 10.8 billion lei. The budget balance amounts to 1.2 billion lei, according to the information presented at the CMC meeting by Elena Bragaru, deputy head of the General Finance Directorate.
The head of the PAS faction in the CMC, Zinaida Popa said that the faction is abstaining from the vote, denouncing a lack of transparency.
“We are in the second consecutive year in which the municipality does not have an approved budget. Today we are operating on the basis of a provisional budget. (...) We must be aware of all the subtleties and it must be presented in detail also for the second reading, otherwise it turns out that we are voting with our eyes closed, without knowing what amendments will be proposed, which will be accepted and which will not,” said Zinaida Popa.
The municipal budget for 2026 was adopted with a delay of more than half a year, after lengthy disputes and a lack of consensus in the CMC. Until now, the local authorities have applied a provisional budget. In 2025, the municipality also operated on the basis of a provisional budget, and in 2024 it was similarly adopted with a significant delay, in July.
