Government launches reorganization of Public Property Agency

The Government is launching the process of reorganizing the Public Property Agency (PPA). Prime Minister Alexandru Munteanu made the statement at today's cabinet meeting.

“Last week I stated very clearly that the Public Property Agency needs a profound reorganization. In recent weeks, too many question marks have appeared regarding the activity of some state-owned enterprises, including MoldATSA, now also Metalferos, as well as regarding the systemic problem itself – the way some boards of directors operate. And when suspicions arise, questions regarding the management of state property, we, the Government, have a single obligation – we verify, we take decisions, and we restore order,” said Alexandru Munteanu.

The Prime Minister emphasized that the PPA will come under the coordination of the Ministry of Economic Development and Digitalization. Alexandru Munteanu asked Deputy Prime Minister Eugeniu Osmochescu to present an evaluation report on the institution and a concrete reorganization plan.

“Starting today, we are launching the reorganization of the PPA and the transfer of this agency under the coordination of the Ministry of Economic Development and Digitalization. I have already had several meetings on this subject with Deputy Prime Minister Eugeniu Osmochescu and I request that you present, as soon as possible, a concrete evaluation of the PPA and a concrete reorganization plan. We will make the process transparent,” concluded Munteanu.

Last week, Munteanu announced the need to reorganize the PPA in order to strengthen transparency, managerial accountability, and the institution’s capacity to manage state assets efficiently in the interest of citizens.

 

At the same time, at the beginning of this week, Roman Cojuhari announced that he is resigning from his position as Director General of the Public Property Agency, following the MoldATSA scandal. He stated that he assumes responsibility for the need for an additional review of the documents and decisions related to MoldATSA’s activity and advocated for the continuation of reforms aimed at transparent management of public assets.

On the morning of the same day, President Maia Sandu announced a broad package of measures to reform the way management positions are appointed, the management of state-owned enterprises, and the strengthening of control and integrity mechanisms.

At the same time, Munteanu today ordered a review of the way members of the boards of directors of state-owned enterprises are appointed and remunerated.
