Beijing proposes expanding cooperation through Four Global Initiatives
The People’s Republic of China aims to expand and deepen its bilateral relations with the Republic of Moldova in strategic areas such as the economy, social inclusion, cultural exchanges, and cooperation on the international stage. The announcement was made by Ambassador of the People’s Republic of China to the Republic of Moldova Dong Zhihua, through a detailed press release focused on Four Global Initiatives promoted by Beijing.
According to the Chinese diplomat, humanity is going through a period of major transformations unprecedented in the last century, while the post-war international system is under pressure from multiple crises. The ambassador draws attention to the intensification of geopolitical tensions, noting that in 2025 the number of armed conflicts reached its highest level since the Second World War, while the crisis in Ukraine and other hotspots of instability continue to drag on in the absence of clear prospects for resolution.
The Chinese diplomat also highlights that the fragmentation of the world economy is increasing through “the erection of barriers, ‘decoupling’ and breaking supply chains, as well as the abusive use of customs tariffs,” elements that disrupt the global economy and delay the UN 2030 Agenda.
To respond to these realities, China is promoting the concept formulated more than a decade ago by President Xi Jinping on building a community with a shared future, structured around the four global initiatives.
“China has proposed the Four Global Initiatives and has undertaken a series of concrete actions, providing the international community with more public goods and making constant efforts to promote this goal. The states of the world are not each in a separate vessel, 190 or so boats floating in isolation, but are traveling together on the same great ship with a shared future. Only through solidarity and mutual support will we be able to withstand global storms and move toward a better future,” Ambassador Dong Zhihua underscores in the press release.
I. Global Development Initiative
The first strategic dimension, the Global Development Initiative (launched in September 2021), directly aims to accelerate the UN 2030 Agenda and combat extreme poverty, which still affects more than 830 million people worldwide.
At the bilateral level, Ambassador Dong Zhihua announced concrete actions to stimulate the economy of the Republic of Moldova.
“China, which has become the main trading partner for more than 160 countries and regions, expresses its desire to import more local products from the Republic of Moldova. In this regard, Beijing will support, for the first time, the participation of a Moldovan delegation in the national exhibition section of the China International Import Expo in Shanghai, providing a major sales platform for Moldovan wines,” the Chinese diplomat said.
At the same time, through the Global Development and South-South Cooperation Fund, whose capital has been increased to 4 billion dollars, China will implement in the Republic of Moldova, in partnership with the United Nations Development Programme (UNDP), a large-scale social project dedicated to the inclusion of persons with disabilities, the source added.
II. Global Security Initiative
Ambassador Dong Zhihua underlined that, in line with the Global Security Initiative, launched in April 2022, China advocates respect for the sovereignty and territorial integrity of all states, non-interference in internal affairs, and respect for the UN Charter. The head of the diplomatic mission in Chișinău recalled that the People’s Republic of China is the second-largest financial contributor to UN peacekeeping missions and the state that sends the largest number of military personnel among the permanent members of the Security Council, with over 50,000 people deployed over time. In the context of the crisis in the proximity of the Republic of Moldova, the diplomat also highlighted China’s position paper on the political settlement of the crisis in Ukraine and the creation of the “Friends of Peace” group together with Brazil, an initiative aimed at bringing together international efforts to end the conflict and resume peace negotiations.
III. Global Civilization Initiative
The Global Civilization Initiative (March 2023) promotes respect for cultural diversity and intercultural dialogue. This strategic pillar has recently generated an intense cultural dynamic in the capital of the Republic of Moldova.
“The China National Opera staged the grand production ‘Turandot’ at Arena Chișinău. At the same time, the Chinese Embassy, in cooperation with the Chișinău City Hall, organized for the first time the ‘China Day’ festival, a cultural event that was met with strong interest from the Moldovan public.”
The ambassador also recalled that, at China’s initiative, the UN General Assembly adopted by consensus a resolution proclaiming June 10 as the ‘International Day of Dialogue among Civilizations’, an additional tool for bringing peoples closer together.
IV. Global Governance Initiative
The most recent initiative, the Global Governance Initiative, proposed in September 2025 on the occasion of the 80th anniversary of the founding of the UN, aims to democratize international relations and increase the representation of developing countries.
In this context, the Chinese Embassy welcomes the active involvement of the Republic of Moldova in global affairs and expresses its support on the multilateral dimension.
“China expresses its openness to strengthen cooperation with the Republic of Moldova in New York, in the context in which Chișinău has announced its candidacy for the presidency of the 86th session of the UN General Assembly. The partnership between the two states will continue to pursue the uniform application of international law and the full respect for the purposes of the UN Charter,” Dong Zhihua stressed.
In conclusion, Ambassador Dong Zhihua reiterates the firm commitment of the People’s Republic of China to remain a predictable partner and supporter of the sustainable development of the Republic of Moldova, “the four initiatives forming a coherent framework for promoting peace, security, and shared prosperity.”
