Moldovan energy regulator imposes fee on unused grid connection permits for power plants: 131 million lei reaches budget, new capacities freed for renewables
The National Energy Regulatory Agency (ANRE) has imposed a non-utilization fee on unused grid connection permits for power plants using renewable energy sources. As a result, more than 131 million lei will reach the state budget, and over 260 MW of grid connection capacity will be freed up for potential investors.
The fee has been applied to grid connection permits for power plants with an installed capacity of more than 200 kW, that were not used within the legal deadline. It applies to permits for which holders did not voluntarily renounce their rights by June 30, 2025.
So far, ANRE has applied the non-utilization fee to 9 projects—8 photovoltaic power plant projects and one wind farm project—with a total capacity of 262.45 MW. This capacity had been reserved in the grid without being used for the implementation of real investments.
ANRE’s decisions have been transmitted to the State Tax Service for enforcement.
According to legal provisions, holders of permits who did not voluntarily renounce them by June 30, 2025, and did not implement their projects within the prescribed deadlines will, upon the expiry of the permits’ validity, pay a fee ranging from 50 to 70 per cent of the amount of the performance financial guarantee.
The decision to impose the fee comes in the context where, in recent years, many developers have got grid connection permits without implementing the planned projects. This situation has blocked the process of issuing new grid connection permits for other investors who intend to develop projects for the construction of electricity generation facilities.
