Parliament encourages local production through short supply chains

MPs today approved in the second reading the draft law on regulating short supply chains, an initiative aimed at supporting local production and creating a more efficient and more sustainable food system.

The document was voted by 74 MPs and was drafted by a group of parliamentarians from the Action and Solidarity Party faction, in collaboration with independent experts and with the support of the Ministry of Agriculture and Food Industry and the Ministry of Economy.

The report was presented by Radu Marian, Chair of the Economy, Budget and Finance Committee.

“Essentially, this draft focuses on promoting short supply chains, meaning a system in which there is only one intermediary between the producer and the consumer. Once this bill is adopted, we intend to introduce support measures, including grant programs to back the marketing efforts of local production. There will also be advantages and facilities within public procurement,” the MP said.

The bill defines short supply chains as systems in which there is a single intermediary between the primary producer and the final consumer. To facilitate the identification of these products, points of sale and public institutions will use official logos, and the Government will create a national Register of short supply chains.

Traders will also apply written internal procedures for the selection and evaluation of suppliers, based on objective and transparent criteria. At the same time, products originating from short supply chains may receive additional scoring in public procurement, according to the “best quality-price ratio” or “best quality-cost ratio” criteria.

The initiative creates the premises for launching grant programs for local producers, including for developing production capacities, investing in logistics and storage, as well as for providing consultancy and technical assistance.

The authors argue that the draft represents an important step in supporting domestic production and Buy Good from Home campaign. Implementation of the provisions will be coordinated by the Chamber of Commerce and Industry of the Republic of Moldova.

For the second reading, the draft was merged with a similar initiative developed by MPs from the Democracy at Home faction. The law will enter into force nine months after publication in the Official Journal.
