Parliamentary activity in September: five plenary sessions held and 30 laws and decisions adopted

In September, Parliament convened five plenary sessions, lasting a total of more than 32 hours, during which 30 laws and decisions were adopted. In addition, 41 draft normative acts entered the legislative procedure. These figures are included in the statistical report on legislative activity for the past month.

Of the total number of acts adopted, 23 were laws and 7 were decisions. Ten of these acts concerned the harmonization of national legislation with EU standards. At the same time, 13 of the normative acts examined are included in Parliament’s Legislative Programme for 2026, while 11 normative acts are included in the National Programme for the Accession of the Republic of Moldova to the European Union for 2025–2029.

The adopted draft laws included provisions on one-off allowances of up to 4,000 lei for public-sector employees; the possibility for maternity allowances for unmarried and uninsured women to be calculated based on the insured income of the child’s father; and measures to prevent telephone scams and fraud involving electronic communications. The state social insurance budget and the mandatory health insurance funds budget for 2026 were also revised, and a new agreement between the Republic of Moldova and Romania on strategic transport infrastructure was ratified. Parliament declared a state of emergency at the national level in the energy and hydrological sectors for a period of 60 days.

Several legislative initiatives were examined in the first reading. These concern new professional development opportunities and salary supplements for employees in the social assistance system; the simplification of tax and customs legislation; the designation of works to modernize district heating systems in the municipalities of Chișinău and Bălți as public utility works of national interest; and the simplification of the process for obtaining permits to produce energy from renewable sources.

During the reporting period, Parliament’s standing committees convened 50 meetings, during which 66 reports, 28 co-reports and 40 opinions were approved. Three of these meetings were held outside the capital. The largest number of reports was approved by the Committee on Economy, Budget and Finance – 32; the Committee on Social Protection, Health and Family – 8; while the legal committee on rules and immunities and the committee on national security, defence and public order each approved seven reports. In addition, the largest number of opinions was approved by the Committee on Public Administration and Regional Development – 14 opinions.

In September, the Standing Bureau convened six meetings and adopted four decisions, while eight consultations and public hearings were held on the parliamentary platform regarding a number of legislative initiatives addressing matters of public interest.
