Moldovan pupils propose draft laws on first job, free transportation, psychological counseling at sixth edition of educational game “LAW for YOU(th)”

Chisinau, September 30, 2026 – Approximately 70 students from five educational institutions of Moldova have taken part in the sixth edition of the educational game “LAW for YOU(th),” held in the parliament’s plenary meeting room. The young people took on the role of MPs and discussed three draft laws proposed by them on topics including youth integration into the labor market, equal access to education and mental health.

The pupils lawmakers came from Ion Creanga Theoretical Lyceum of Falesti, Ion Luca Caragiale Theoretical Lyceum from Orhei and Spiru Haret Theoretical Lyceum of Chisinau. Each team presented a draft law to the plenum, answered questions and justified its proposals. In the end, all three draft laws were approved by vote.

 

The first draft law, presented by students from Ion Luca Caragiale Theoretical Lyceum of Orhei, focused on encouraging the integration of young people into the labor market by creating the First Job support framework. The proposal aims to facilitate the transition from education to employment and provides for the introduction of a digital professional passport. The programme would be meant for students in secondary and high school education, provided that they have a school attendance rate of at least 85 per cent and no serious disciplinary sanctions.

Pupils from Ion Creanga Theoretical Lyceum from Falesti proposed providing free transportation for students, in order to facilitate equal access to education. According to the draft law, the measure could apply to students enrolled in accredited general education institutions of Moldova, who travel daily between their homes and educational institutions.

The third draft law, presented by students from Spiru Haret Theoretical Lyceum of Chisinau, focused on guaranteeing preventive psychological consultations for insured persons. The young people proposed amending Law No. 1585/1998 on compulsory health insurance, so that insured persons would be entitled to at least four preventive psychological consultations per year, including at least one consultation each quarter.

Pupils from Ginta Latina Theoretical Lyceum from Chisinau and Hyperion Theoretical Lyceum in Durlesti attended the plenary session as observers. They followed the debates, asked questions and contributed to the discussions. For their part, they will take on the role of MPs during a new edition of the game planned for next month.

The atmosphere of a parliamentary session was complemented by a group of young volunteers from the Caritas Moldova Charity Foundation, who took on the role of journalists for the day. They followed the plenary proceedings and were tasked with reporting on and publicizing the event.

 

Each group of students received a gift certificate worth 1,000 lei for purchasing books, offered by LIBRARIUS, the partner of this edition of the game. The young people were also informed about the cultural voucher, which can be used to purchase books and other cultural products.

 

The experience of the sixth edition continued outside the parliament as well. After the game ended, the participants visited the Presidency of Moldova, where they had the opportunity to explore more important rooms of the institution, including the library and the meeting room where, 35 years ago, the Declaration of Independence of the Republic of Moldova was adopted.

The “LAW for YOU(th)” educational game is organized by the secretariat of the parliament of Moldova, in partnership with the Ministry of Education and Research and the Strengthening Parliamentary Democracy in Moldova project (PADEM). The initiative gives young people the opportunity to understand, in an interactive format, how the parliament works, how draft laws are debated and justified, and what participation in the democratic process means.
