Strengthening cooperation, exchange of best practices between parliamentary secretariats of Moldova, Romania in support of country’s EU accession process
Chisinau, 7 October 2026 – A delegation of the Secretariat of Moldova’s parliament has paid a study visit to the parliament of Romania within the Twinning Project, Strengthening the capacities of Moldova’s parliament and its role in the EU accession process. The visit, which took place from September 28 – October 3 2026, aimed to strengthen the administrative capacity of the parliamentary secretariat, transfer expertise and best practices and improve the mechanisms for aligning national legislation with the European Union’s acquis.
The delegation, led by Deputy Secretary General of the Parliament Tamara Gheorghita, included representatives of the General Legal Directorate and the Secretariat of the Legal, Appointments and Immunities Committee, the General Directorate for Parliamentary Documentation, the General Administrative Directorate and the Information and Communications Technology Directorate.
The visit’s agenda included more meetings with representatives of the Senate and the Chamber of Deputies of the Romanian legislature, including parliamentary directorates and services. The discussions addressed topics related to the European integration process, parliamentary diplomacy, legislative procedures and drafting techniques, parliamentary scrutiny in European affairs and the digitalization of parliamentary activities.
At the Senate of Romania, the delegation members met representatives of the Secretariat’s leadership, the Committee on European Affairs, and the Committee on Legal Matters, Appointments, Discipline, Immunities and Validations. Discussions were also held with representatives of the subdivisions responsible for European affairs, legislative activities, the digitalization of parliamentary work and event organization.
The topics addressed included aspects related to the exercise of the parliamentary mandate, parliamentary conduct and ethics, as well as mechanisms for promoting integrity and transparency in parliamentary activities. The participants in the discussions presented the role of the European Affairs Service in analyzing and monitoring European documents and supporting parliamentary structures in their examination. The delegation members also familiarized themselves with the use of the IPEX platform – the InterParliamentary EU Information Exchange – which facilitates national parliaments’ access to information on the examination of European documents and parliamentary activities in the field of European affairs.
The delegation of the Parliamentary Secretariat also met the leadership of the Legislative Council of Romania. The discussions focused on the Council’s role in the legislative process, its expertise and opinions on draft normative acts, as well as its cooperation with the parliament and the government. The exchange of experience enabled the delegation to draw on practices applied in the Senate of Romania, with a view to strengthening the administrative and parliamentary capacity of the Moldova’s parliament and supporting the process of harmonizing national legislation with the acquis of the European Union.
During the visit to the Chamber of Deputies, the delegation members had meetings with representatives of the structures responsible for European affairs, legislative activities and parliamentary studies. The discussions addressed the management of European documents, parliamentary control in the field of European affairs, and the drafting and harmonization of legislation, among other topics. In the context, the officials also discussed the experience and responsibilities of the Directorate for the European Union, established during Romania’s period of pre-accession to the European Union.
Officials from the Parliamentary Secretariat also had the opportunity to learn about the organization of events at the Chamber of Deputies, the management of spaces, the provision of audio-video broadcasts, technical infrastructure and security measures at the Parliament building.
The delegation members thanked their colleagues of the Romanian legislature for their openness and willingness to share their experience and best practices in organizing and conducting parliamentary activities. They also highlighted the role of Romania’s parliament as an institutional partner of Moldova’s parliament and appreciated its contribution to strengthening administrative capacities and preparing the legislative framework necessary to advance the country’s accession process to the European Union.
The Twinning Project, Strengthening the capacities of the parliament of Moldova and its role in the EU accession process (2025–2027) is funded by the EU and implemented in partnership by the parliaments of Greece, Italy, Romania, Hungary and Austria, together with Moldova’s parliament. The project supports the strengthening of parliamentary structures, processes and expertise necessary to prepare the institution to fulfil its role in Moldova’s EU accession process.
