Working groups for economy on behalf of Chisinau, Tiraspol told meeting in Moldovan capital
The working groups for economy, which include experts from both banks of the Dniester River, assembled at a meeting at the Chisinau-based office of the OSCE Mission to Moldova.
During the meeting, the Chisinau representatives presented the amendments to the regulatory framework concerning value-added tax (VAT) and excise duties applicable to economic operators in the Transnistrian region, adopted by the Moldovan parliament. The application of VAT and excise duties, as well as the removal of tax facilities, will be carried out gradually. The present facilities are temporary in nature and will expire completely on January 1, 2030, so that the tax regime will be harmonized nationally.
As for the excise duties applied to the import of oil products (diesel and petrol), including for economic operators in the Transnistrian region, the participants in the meeting said that, according to Law No. 111/2025 amending Law No. 139/2018 on energy efficiency, a contribution is to be paid by obligated entities within the energy efficiency scheme. Based on the methodology developed by the Public Institution, National Center for Sustainable Energy, energy efficiency projects will be implemented, from which both residents and economic operators of the Transnistrian region may benefit, in compliance with national legislation requirements.
With regard to the import of plant protection products and veterinary preparations into Moldova, including into the Transnistrian region, experts on behalf of Chisinau reiterated the need for uniform application of import rules. Thus, in the context of aligning national legislation with European Union standards, it was underlined that only products included in the Register of authorized plant protection products and fertilizers may be admitted into the country.
At the same time, the Chisinau representatives highlighted the need for uniform compliance with standards by all economic operators involved in the production, import and export of products of plant and animal origin.
As regards the collection of environmental pollution charges from industrial enterprises of the Transnistrian region, the experts from Chisinau stressed the need to implement environmental legislation harmonized with European norms, including in such areas as air, water and forest protection, waste management and the control of pollutant emissions.
The experts agreed to continue the dialogue on the existing working platforms within the negotiation process for the Transnistrian settlement, maintaining interaction between residents and economic operators of the Transnistrian region and the competent institutions of Moldova.
