Parliament approves draft law on expanding access to cadastral information and regulating land readjustment

Chisinau, September 10, 2026 – Access to cadastral information could be expanded to more categories of individuals and institutions for the purpose of carrying out their professional activities. A draft law to this effect was approved today in the first reading.

The document proposes supplementing the Law on Real Estate Cadastre with new rules on access to information regarding real estate owned by an individual and the conditions under which such information may be obtained.

Thus, a custodian, estate administrator, and executor will be able to request information about the property of a deceased person. In addition, attorneys and trainee attorneys will be able to access this information by providing justification for the purpose and legal basis of the request. The Ministry of Defense will also have access to cadastral information in order to verify the eligibility of individuals for the allocation of official housing.

The draft law also provides for measures to protect the rights of individuals whose data are processed while maintaining, at the same time, the principle of cadastral transparency.

Another amendment concerns the regulation of land readjustment, including for infrastructure development and the expansion of localities. Land readjustment may be carried out on the basis of urban planning documentation and with the written consent of all owners of the land involved.

The draft law also establishes the procedure for registering plots resulting from land readjustment. The registration application may be submitted by any one of the owners, but for all the plots involved and simultaneously. The newly formed plots will be assigned new cadastral numbers, while the cadastral numbers of the existing plots will not be changed.

At the same time, the Agency for Geodesy, Cartography and Cadastre will have the authority to regulate the manner in which cadastral works for the formation of land plots are carried out and the necessary documentation is prepared.

The draft law will be submitted for consideration by the Parliament in plenary and in the second reading.
