Involvement of Moldova's authorities in Interreg programming process, in context of new EU multiannual financial framework 2028–2034
The State Chancellery on April 7-8, 2026, summoned the National Working Group responsible for the implementation of Interreg Programmes on the territory of Moldova, as part of the Interreg Instrument programming process in the context of the new 2028–2034 multiannual financial framework. The event brought together representatives of the national managing authority, state controllers, auditors, as well as representatives of central public authorities involved in the management of European funds.
The discussions highlighted the importance of an integrated and well-coordinated approach to the entire programming process, from territorial analysis and stakeholders’ consultation to the development of strategic documents and the defining of funding priorities. Particular emphasis was placed on clarifying the roles and responsibilities of each actor involved, in order to ensure a coherent, transparent and results-oriented process.
The participants in the discussions analyzed the main draft regulations of the European Commission for the period 2028–2034, including the architecture of the legal framework and strategic guidelines, as well as their implications nationally. The key principles of the performance-based approach and of partnership were also discussed, underlining the need for the active involvement of all relevant sides in the programming process.
The round of discussions also covered practical aspects related to the management of irregularities and risks’ management, with a focus on applicable international standards, fraud and corruption, as well as on the use of specific tools for their assessment and management. The discussions highlighted the direct link between effective programming and the prevention of dysfunctions at the implementation stage. Practical examples and the exchange of experience contributed to a better understanding of institutional mechanisms and of the tools available.
The event strengthened the institutional capacity of participants and underlined the importance of effective inter-institutional cooperation, which is essential for capitalizing on the opportunities provided by Interreg Programmes and for ensuring the efficient management of European funds.
