Investing in people and localities: Government approves National Development Plan 2026-2028

The government is building European, safe and prosperous Moldova - a country where every citizen benefits from better services, modernized infrastructure and new development opportunities. The main actions in this regard are outlined in National Development Plan (NDP) for 2026-2028, approved by the government.

 

The document sees 108 actions for the modernization of the country, which will be implemented through 267 development projects. 65% ensure the continuity of projects initiated within the NDP 2025-2027, and every third initiative is new, adjusted to current needs and European integration objectives.

 

Among the major planned projects is the repair of 200 km of railway and 1,370 km of national roads. In the coming years, it includes the construction and modernization of thousands of kilometers of roads, Iași - Ungheni - Chișinău - Odesa Highway, Bălți - Florești - Mărculești route, the access road to Cosăuți - Yampil Bridge and several roads in rural areas.

 

Two regional hospitals will be built in Bălți and Cahul, and 100 new ambulances will be purchased. At the same time, there are plans to create 3,000 new places in kindergartens, renovate 90 schools, digitalize over 250 public services, and support over 3,200 small and medium-sized enterprises.

 

Under the document, the government will continue to expand water and sewage networks for another 100 localities and invest in the country's energy security by constructing 70 km of electric line Strășeni - Gutinaș and 90 km Bălți - Dnestrovsk.  

 

In the next three years, the government will focus its efforts on modernizing localities, improving living conditions, creating jobs, strengthening social and economic infrastructure, ensuring citizen security, and extending access to digital public services. At the same time, the NDP supports essential reforms for Moldova's accession to the European Union by 2030.

 

The plan's implementation will be evaluated annually, based on outcome and impact indicators set for each strategic objective. The results will be set out in the annual report of the government, presented to the parliament.

 

The National Development Plan 2026-2028 is the main instrument through which the government ensures the modernization of the country, the well-being of citizens and alignment with European standards.
