Moldova's parliament of 12th legislative period convenes at constitutive meeting

The parliament of the 12th legislative period convenes at its constitutive meeting on October 22, starting from 10:00. President Maia Sandu has signed the decree calling for the first meeting of the newly elected parliament, after the validation by the Constitutional Court of the parliamentary election results from September 28, 2025.

A new legislature starts its work with the constitutive meeting of the parliament. The session will be presided over by the eldest alternate member of the new parliament, Zinaida Greceanii. The meeting will be attended by the Moldovan president, the elected MPs, members of the Constitutional Court, members of the Central Electoral Commission and representatives of the diplomatic corps accredited in Chisinau.

At the start of the session, President of the Constitutional Court Domnica Manole will present the report on the elections’ results and the validation of the mandates of the elected lawmakers. Starting the moment of the report’s presentation, the parliament is considered legally constituted.

Subsequently, President Maia Sandu will address a message to the deputies of the parliament of the 12th legislative period.

The next stage involves the creation of the parliamentary factions. The factions are set up within ten days after the legal constitution of the parliament and are made up of at least 5 MPs.

This is followed by the election of the parliament speaker, the deputy speakers and the creation of the standing bureau. The parliament, at the proposal of the parliamentary factions, establishes a commission for conducting the election of the parliament speaker. Once elected, the head of the Legislature takes over the leadership of the plenum’s works. The swearing in of the parliament speaker has a ceremonial character, marked by the handing over of the Speaker Standard by the eldest alternate member. The Standard is carried by the Honor Guard and a copy is given to the previous parliament speaker.

The meeting will continue with establishing the number of deputy speakers of the parliament and their nominal election. The candidacies are put forward by the parliamentary factions, according to political representation. Subsequently, the numerical and nominal composition of the parliament’s standing bureau is established. The standing bureau decides on the establishment of the standing commissions. The number of commissions, their names, numerical and nominal composition will be decided by parliament, at a proposal by the standing bureau.
