VIDEO // Defense Minister ahead of Moldova Security Forum: Security means more than defense

The security of the Republic of Moldova means more than defense and involves resilience in the face of hybrid threats, disinformation, foreign interference, cyberattacks and crises that test institutions’ ability to manage them. The statement was made by Defense Minister Anatolie Nosatîi ahead of the third edition of the Moldova Security Forum, which will take place on October 8 and 9 in Chișinău.

“Russia’s war against Ukraine demonstrates that security means more than defense. It means resilience in the face of hybrid threats, disinformation, foreign interference, cyberattacks and crises that test institutions’ ability to manage them, as well as people’s trust in state institutions,” said Anatolie Nosatîi.

The minister emphasized that, alongside prepared institutions and an informed society, it is important to have the ability to act together and openly discuss threats to democracy, freedom, safety and peace.

“This year’s edition of the Moldova Security Forum will bring together experts and officials from the Republic of Moldova, the European Union and the United States. It will be a dialogue about partnerships with other states and international organizations, responsibility, cohesion, joint efforts, solutions for regional security and our country’s contribution to a safer Europe,” the defense minister noted.

According to Anatolie Nosatîi, participants will analyze what works, where vulnerabilities exist and what steps need to be taken to strengthen security and ensure a stable and prosperous future for the Republic of Moldova and its citizens.

The third edition of the Moldova Security Forum will take place on October 8 and 9 at the Palace of the Republic in Chișinău. More than 700 people have registered to attend, while over 90 experts from 20 countries will contribute to discussions focused on the security of the Republic of Moldova, Europe and the Black Sea region.

The theme of this year’s edition is “Strengthening Democratic Resilience and Security Through Strategic Vision and Multilateral Cooperation.” The forum will bring together officials, diplomats, experts, representatives of civil society, academia, businesses and the press.

The first day of the forum will begin with a speech by Maia Sandu, President of the Republic of Moldova. The event will also feature Deputy Prime Minister and Minister of Foreign Affairs Mihai Popșoi, Defense Minister Anatolie Nosatîi and Parliament Speaker Igor Grosu, alongside representatives of European institutions, NATO and the international expert community.

On October 8, discussions will focus on the Republic of Moldova’s partnerships, defense cooperation, the future of European security and investments in defense. On the second day, participants will discuss crisis preparedness, protecting institutions against threats, new technologies, Ukraine’s reconstruction and strengthening public trust.

The program includes public sessions and closed sessions for the expert community. The event is organized in the context of Russia’s war against Ukraine and the security threats affecting the region.

The Moldova Security Forum is organized by the Konrad Adenauer Foundation in the Republic of Moldova, the Institute for European Policies and Reforms (IPRE) and the NATO Liaison Office in the Republic of Moldova, with institutional support from the Ministry of Foreign Affairs and the Ministry of Defense, as well as partner organizations from Europe and the United States.

The 2026 edition is the largest so far.
