President appoints Dorin Recean as Special Envoy for Development and Resilience
President of the Republic of Moldova Maia Sandu signed a decree appointing Dorin Recean as Special Envoy for Development and Resilience.
The Special Envoy for Development and Resilience is tasked with contributing to the promotion of inter-institutional and multisectoral efforts aimed at strengthening the state's ability to prevent and combat hybrid threats to national security. The mandate also involves promoting the image of the Republic of Moldova on platforms and within international organizations dedicated to resilience and security, as well as exchanging best practices with partner countries. Additionally, the special envoy will contribute to mobilizing the necessary support for strengthening the institutional, economic, and social resilience of the country.
Dorin Recean served as the Prime Minister of the Republic of Moldova from February 2023 to November 2025 and has extensive experience in security and public governance, including as the Minister of Internal Affairs, presidential security advisor, and Secretary of the Supreme Security Council.
The role of the special envoy is to strengthen the activities of the presidential institution by involving specialists with deep expertise in strategically important areas for the country, in order to achieve the priorities set by the President.
