Progress in implementing public administration reform in Moldova examined at meeting of Strategy Secretariat

Deputy Secretary General of the Government Lilia Dabija today chaired the meeting of the Secretariat for the implementation of the Public Administration Reform Strategy of Moldova for 2023–2030.

During the meeting, members of the Secretariat examined the interim evaluation report on the Strategy Implementation Programme for 2023–2026 and discussed the steps and timetable for developing the new Implementation Programme for the period 2027–2030.

An important topic concerned the progress made in implementing the main policy documents in the field of public administration reform. By the end of the first semester of 2026, out of the 133 actions provided for in the Strategy Implementation Programme, 105 actions (78.95 per cent) had been completed, while 28 actions were in progress. Compared to the situation at the end of 2025, when 76 actions had been completed, a further 29 actions were carried out in the first semester of 2026. Thus, the overall implementation rate of the Programme increased by more than 21 percentage points in a single semester.

As for the Public Administration Reform Roadmap, out of the 117 actions planned for the period 2025–2027, 54 actions, or 46.15 per cent, have been implemented. The overall implementation rate of the Action Plan for fulfilling the recommendations formulated in the 2023 SIGMA monitoring report stands at 90.22 per cent, with 120 out of the 133 planned actions completed.

The deputy secretary general of the government emphasized the importance of maintaining the pace of implementation, strengthening cooperation among responsible institutions, and focusing efforts on the remaining actions. The conclusions of the interim evaluation and the monitoring results will serve as important benchmarks for setting public administration reform priorities for the period 2027–2030.
