The second edition of the TeConsult Network Training Program concluded on 25 March 2026, marking a new step in strengthening institutional capacities for organizing more efficient, transparent, and inclusive public consultations. The program was designed for members of the permanent consultative platforms within the ministries.

Structured in an integrated manner, the program combined a regulatory approach with practical exercises, simulations, and experience-sharing. This format enabled participants to develop the skills needed to facilitate participatory dialogue, gain a better understanding of the mechanisms of the public consultation process, and explore innovative tools for involving society in decision-making. At the same time, participants had the opportunity to review international good practices in the field of public participation. The second edition of the program was implemented with the support of the Folke Bernadotte Academy (Sweden).

Present at the event, the Secretary of State of the Government, Dan Rotaru, emphasized: “The completion of the Training Program also represents a beginning – members of the TeConsult Network will now put into practice the knowledge and skills they have acquired, thus contributing to the transition from individual transformation to institutional transformation in the field of open government.”

Established in 2024 under the auspices of the State Chancellery, the TeConsult Network brings together civil servants from central public authorities responsible for organizing and conducting public consultations. The Network aims to strengthen professional competencies in the field of public participation and to improve the quality of the decision-making process by promoting a structured, continuous, and professional dialogue between authorities, civil society, and citizens.
