Approved by Government: Republic of Moldova withdraws from another CIS agreement

The Republic of Moldova will withdraw from the Agreement on the Modernization of Civil Aviation of the Member States of the Commonwealth of Independent States (CIS), adopted in Moscow on November 3, 1995. The draft decision to this effect was approved today by the Government.

Deputy Prime Minister, Minister of Infrastructure and Regional Development Vladimir Bolea said at the Government meeting that the Agreement has lost its relevance for the Republic of Moldova, since our aeronautical sector currently operates exclusively in accordance with international and European standards, those of the International Civil Aviation Organization, the European Union Aviation Safety Agency, and Eurocontrol.

“By withdrawing from the agreement, we are eliminating obsolete obligations that no longer correspond to the country’s current development path and that may create legal uncertainties in relation to our European partners. At the same time, this decision helps simplify the regulatory framework, provides greater clarity for air operators, and reconfirms the Republic of Moldova’s commitments to continue aligning the civil aviation sector with European standards,” Vladimir Bolea noted.

Over the past two years, the Republic of Moldova has launched a comprehensive review of the relevance and applicability of treaties concluded within the CIS. So far, out of 283 CIS agreements, 71 have already been terminated, and approximately 60 are under review.

On April 2, Parliament approved in second reading the withdrawal from the Agreement on the Establishment of the CIS, as well as from the Protocol and the Statute of the organization, thus marking the definitive withdrawal of the Republic of Moldova from the statutory bodies of the CIS.

The decision comes at the initiative of the Ministry of Foreign Affairs, which argued that the fundamental values and principles of the CIS are no longer respected, particularly with regard to territorial integrity and the inviolability of borders. The authorities refer to the actions of the Russian Federation in the region, including the war against Ukraine and the illegal military presence on the territory of the Republic of Moldova.
