Around 500 town halls adopted final decisions on voluntary amalgamation

Around 500 town halls in the Republic of Moldova have adopted final decisions on voluntary amalgamation, which represents almost 60% of all town halls. This figure is a positive and encouraging signal, since more than half of the town halls have adopted final decisions and an overwhelming majority have initiated the amalgamation process. The information was presented today by Government Secretary General Alexei Buzu at a TV show.

According to Buzu, the amalgamation process of localities must be continued in order to consolidate the town halls and enable them to implement more ambitious development projects.

“We see that mayors are taking difficult decisions on behalf of the localities in which they work. For those who have completed the process of voluntary amalgamation, we have already started working on the incentives and on development projects. In parallel, we have launched the process of normative amalgamation and many other stages will follow, because, in the end, we want strong town halls. Only strong town halls can ensure a higher level of development and can ensure the drafting and implementation of more ambitious projects. We must continue this process to strengthen the town halls in our country,” said Buzu.

The official emphasized that local elected representatives who have started the amalgamation process can approve the final decision by the end of August and move on to the next stage, in which they will discuss development projects.

“The Government will offer tripled incentives, which is why I encourage everyone to make these decisions. Most mayors and local elected officials have already done so. We want to protect our villages and develop them. A village has a real chance to attract resources and investments for services and infrastructure only if it is part of a stronger town hall,” he remarked.

He stressed that there are currently approximately 1,300 decisions regarding the amalgamation process. Thus, 85% of town halls have started the process and around 500 town halls have completed it, which means almost 60%.

“Some of them still have two weeks to complete the process, as Council meetings are scheduled. We will see what happens. At the end of August, we will draw the line and have the final number of town halls with final decisions. We will understand how many of them have entered those groups of new town halls. In September, we must clarify the situation, including regarding normative amalgamation. Because in September we aim to finalize that legislative package, make it public, and start the parliamentary procedure,” concluded Alexei Buzu.

According to the information presented by the authorities, the 85% share of town halls that have initiated the voluntary amalgamation process represents 761 town halls out of a total of 890, or 90% of the town halls with a population of less than 3,000 inhabitants.

For the town halls involved in the process, the next step is to draft development projects related to the incentives provided by the Government, while in the case of town halls that did not choose this path, normative amalgamation will follow.

The Government is making available to the town halls that chose voluntary amalgamation an incentive package worth over 6.5 billion lei. The resources will be directed towards expanding water, sewerage, gas, and street lighting networks, rehabilitating local roads, developing public transport and digital services, waste management, modernizing kindergartens and community cultural centers, as well as local economic development projects.

The local public administration reform was launched by the Government at the beginning of 2026 and aims to strengthen the administrative capacity of town halls and improve public services.
