DOC // Law ratifying Convention establishing International Claims Commission for Ukraine published in Official Journal
The law and the presidential decree ratifying the Convention establishing an International Claims Commission for Ukraine were published today in the Official Journal of the Republic of Moldova. The document was signed on 16 December 2025 in The Hague.
The Commission is an international legal instrument through which Ukraine and its citizens will be able to seek compensation, in accordance with the principles of international law, for the damage caused by the aggression of the Russian Federation starting from 24 February 2022. This includes loss of life, destruction of infrastructure, as well as damage to property. Claims for compensation may be submitted both by affected natural and legal persons and by the Ukrainian state, including regional and local authorities.
The establishment of the Commission is based on a resolution of the United Nations General Assembly on reparation for the damage caused to Ukraine and represents the next stage after the creation of the Register of Damages, established by the Council of Europe in 2023.
The purpose of the Convention is to ensure the international legal accountability of the Russian Federation for violations of international law committed against Ukraine and to oblige it to provide full reparation for the damage caused. Ratification of the Convention does not make the Republic of Moldova a party to an international dispute against the Russian Federation and does not create an obligation for the state to provide compensation to affected persons.
To date, the Convention has been signed by around 40 Council of Europe member states, Canada, and the European Union. The document will enter into force, and the Commission will begin its work, after it has been ratified by at least 25 states or regional organizations.
