Court of Appeal sides with Moldova's Central Electoral Commission: three parties affiliated with convict Ilan Shor have no right to participate in elections

The Chisinau Court of Appeal has dismissed as unfounded the actions filed by the leaders of the parties Chance, Force of Alternative and Salvation of Moldova, and Victory. The decision is not final and can be appealed to the Supreme Court of Justice.

The leaders of the three parties, members of the Victory/Pobeda bloc, established by Ilan Shor, requested the annulment of the Central Electoral Commission's (CEC) decision from August 3, 2025, which excluded them from the list of parties eligible for the parliamentary elections due on September 28.

The court's decision can be appealed to the Supreme Court of Justice within three days.

At the August 3 session, CEC removed from the list initially published on July 14 the Political Party Chance, Political Party Victory, and the Force of Alternative and Salvation of Moldova, citing the Public Services Agency's decisions regarding the "non-registration of changes in the state registry of legal entities." For the same reason, the Agrarian Party of Moldova was also excluded.

In 2025, the three parties, along with Revival, created the Victoria (Victory) electoral bloc, launched in Moscow, which announced its intention to enter the electoral race; yet, the CEC rejected the bloc's registration request.
