Electoral campaign for September 28 parliamentary elections starts in Moldova on August 29

The electoral campaign for the parliamentary elections, due on September 28, 2025, officially started in Moldova today.

According to legislation, the electoral campaign will last until September 26.

During July 20-August 19, 2025, 21 political parties, four electoral blocs and seven independent candidates (out of the 21 applicants) submitted the necessary documents to the Central Electoral Commission (CEC) to be registered as electoral contenders. Ten out of a total of 32 applications were rejected.

For the smooth conduct of the election, approximately 2,274 polling stations will be opened both in Moldova and abroad. As many as 1,961 of these polling stations will be organized in the country's electoral districts; 12 stations will be designated for voters in localities placed on the left bank of the Dniester and 301 stations will be organized for citizens with voting rights who will be outside the country on the election day.

Presently, the State Register of Voters lists approximately 3,298,443 citizens with voting rights.

During the campaign, electoral competitors have the right to hold public meetings, distribute electoral advertisements and present their programmes, being obliged to observe the principles of fairness, correctness and transparency. At the same time, the electoral legislation prohibits candidates from using administrative resources, including launching or participating in infrastructure projects or purchases made from the national public budget, using equipment, means or public goods. Public authorities/institutions and the assimilated ones cannot transfer/provide electoral competitors with public goods or other favors, except based on a contract, under equal conditions.

On this period, organizing concerts, competitions, other events, or demonstrations involving performers, creative and/or artistic personnel both from the country and abroad is prohibited, as well as displaying during their conduct slogans or other messages and/or distributing materials containing the symbolism of the electoral competitor or other identifying elements, as well as participating in these events on political promotion purposes. Electoral competitors can organize meetings with voters and authorities are obliged to ensure the possibility to hold such meetings on equal terms and conditions.

CEC warns that, during the electoral campaign, political advertising is prohibited, and only electoral advertising is allowed for candidates registered by the CEC. In the context, the Commission calls on electoral competitors to conduct an electoral campaign in strict accordance with electoral legislation’s provisions.

The last parliamentary elections were held on July 11, 2021, and this year's elections take place amid significant political changes. The electoral process is supervised by the CEC and monitored by international organizations, which are expected to send observers to assess the fairness of the elections.
