Historic decision: Moldova leaves statutory bodies of CIS

The Republic of Moldova has begun procedures for its definitive withdrawal from the statutory bodies of the Commonwealth of Independent States (CIS). Members of the Parliamentary Committee for Foreign Policy today approved consultative opinions on the denunciation of the Agreement establishing the CIS, the related Protocol, and the CIS Statute.

Doina Gherman, Vice President of Parliament, noted that, in accordance with Article 5 of the Agreement, the states "mutually recognize and respect the territorial integrity and the inviolability of existing borders within the Community".

"This principle, which formed the basis for the establishment of the CIS, is not respected by the Russian Federation and is regularly violated: the act of aggression against Georgia, the war against Ukraine, the occupation and annexation of territories of these countries, and the illegal stationing of Russian military troops on the territory of the Republic of Moldova," said Doina Gherman.

She mentioned that, as the process of accession to the EU advances, the need will inevitably arise to align the status of CIS membership with the future status of EU member state, giving up CIS-related obligations that would contradict the commitments undertaken within the EU framework.

"The denunciation of the Agreement will not require the allocation of financial resources from the state budget. Moreover, the Republic of Moldova will definitively withdraw from the statutory bodies of the CIS, which will lead to the cessation of the payment of annual contributions, of approximately 3.1 million lei, to the CIS unified budget. Of the 283 agreements concluded within the CIS, 71 have already been denounced by the Republic of Moldova, and approximately 60 are currently under examination," the cited source concluded.

The denunciation of these Agreements was initiated by the Ministry of Foreign Affairs, which argues that the fundamental values and principles of the CIS are not respected, in particular the provision according to which member states mutually recognize and respect the territorial integrity and inviolability of existing borders.
