Moldovan Central Electoral Commission refuses registration of VICTORIE-ПОБЕДА electoral bloc

The Central Electoral Commission (CEC), with six votes in favor and three abstentions, refused the registration of the VICTORIE-ПОБЕДА electoral bloc for participation in the parliamentary elections due on September 28, 2025. At the same time, the CEC asked the Ministry of Justice to examine the opportunity of ceasing the activity of four parties that were to form this electoral bloc.

The Electoral Bloc was to include four parties: REVIVAL, the Force of Alternative and Salvation of Moldova, CHANCE and VICTORY.

Following the identification of discrepancies in the documents submitted, the Commission requested that the four political parties forming the electoral bloc provide clarifications on the name of the bloc, the numerical and nominal list of members who are to submit declarations of assets and personal interests. At the same time, the Commission asked for primary accounting documents confirming   the bearing of the expenses directly by the political parties that participated in the founding event of the bloc in Moscow, Russian Federation, on July 6, 2025.

‘’Examining the information presented by the applicants through the lens of addressing the aforementioned shortcomings, the CEC noted that the subjects of the administrative procedure did not respond appropriately to the highlighted issues; they denied the existence of the discrepancies, without taking advantage of the opportunity to adjust them, offered through the administrative operation of clarification,’’ said the CEC deputy head, Pavel Postica.

At the same time, the CEC found that the bloc's name was identical to the name of one of the constituent parties of the bloc, a fact inadmissible according to legal norms.

On the other hand, following a notification from the Intelligence and Security Service, the Commission underlined the direct involvement of Ilan Shor, leader of the Shor Political Party, declared unconstitutional, in the creation of the so-called electoral bloc.

‘’The Intelligence and Security Service (SIS) informed the Commission about the event held on July 6, 2025, in Moscow, Russian Federation, where members involved in the request to register the electoral bloc and Ilan Shor were present, who publicly announced the intention of the Victory bloc to submit documents for participation in the parliamentary elections and to change the political power in the country “at any cost.” According to the findings of the Intelligence and Security Service, the actions at this event reveal an attack on the existing constitutional order, with incitement to disrespect the constitutional order, creating a state of hostility toward state institutions,’’ noted Postica.

The Central Electoral Commission drew attention to the fact that the constituent political parties, after the amendments had come into force, did not dissociate themselves from the political party declared unconstitutional.

In the context, the CEC notified the Ministry of Justice to verify the opportunity of initiating the procedure to cease the activities of these four entities, ‘’in accordance with the provisions of Article 3 paragraph (11) of the Law No. 294/2007 on political parties, according to which “It is prohibited, as it is considered fraudulent exercise of the right to political association… to use a registered political party, in order to continue or resume, as a successor political party, the activity of a political party declared unconstitutional.”

Representatives of the Victory electoral bloc, present at the CEC meeting, said that the Commission's decision was a political one, and at the request of the Commission's chairwoman, Angelica Caraman, the carabinieri removed the leader of the CHANCE Party, Alexei Lungu, from the meeting room.

The decision of the Central Electoral Commission can be challenged at the Chisinau Court of Appeal within three days.
