Over 575 town halls involved in amalgamation process

Over 490 voluntary amalgamation decisions have been approved so far, and 575 town halls across the country are involved in the process. The updated information was presented today by Secretary General of the Government Alexei Buzu.

“At the moment we have 491 decisions, over 575 town halls that are already actively involved in the consolidation process. In Nisporeni we have 12 town halls that are merging. In Telenești we have over 10 town halls that are merging, in Ungheni 12. We see that local representatives are taking on more complex, more difficult decisions, because for them the priority is the interest of their locality, the interest and development of citizens. We believe that the number of town halls involved in this process will increase. My colleagues have been in Cimișlia, in Basarabeasca, in Criuleni. We are discussing, offering solutions, mediating this process and we are encouraged by this signal,” said Alexei Buzu after today’s Government meeting.

The official pointed out that the final amalgamation decisions will be published in June and July. “For us, the speed and rapidity of these decisions is not as important as consulting with citizens, listening to their priorities,” Alexei Buzu said.

The Secretary General of the Government mentioned that the town halls involved in the amalgamation process will benefit from state incentives. For example, the budget of Ungheni town hall for 2026 is 250 million lei, and the Government will provide the newly formed town hall with an investment incentive of 152 million lei.

“What we are doing is that we want to consolidate and attract investments. In Ungheni, sanitation services will be extended to the town halls that are about to merge. Transport services will also be expanded. This means that citizens from the merging municipalities will have greater mobility to find a job in the city and their children will benefit from the city’s cultural and sports infrastructure. The fact that we are consolidating and creating stronger municipalities, and that we are providing these incentives, means that, on the contrary, services and their quality will increase because we will come with additional investments, and there will be stronger municipalities with a broader tax base,” said Alexei Buzu.

He stressed that in all town halls that will merge, elections will take place during the general local elections in 2027.

In late January, the Government officially announced the launch of the process to prepare the local public administration reform, as part of efforts to modernize public administration and improve the quality of public services provided to the population. Subsequently, broad consultations on the reform were held with all interested parties, after which the Government presented the reform concept.

According to amendments recently approved by Parliament, the process of voluntary amalgamation of administrative-territorial units will be simplified and improved as an essential part of the local public administration reform. The amendments were developed following an extensive public consultation process, in which over 4,500 mayors and citizens participated.
