Moldova could have unified system of environmental payments and fees

The Ministry of Environment is proposing the establishment of a unified system of environmental payments and taxes through a new draft law that includes, among other measures, the introduction of a carbon tax and levies on single-use plastic products.

The draft was presented during public consultations organized by the Ministry of Environment, with the participation of representatives of the business community, civil society, and economic operators.

According to the authorities, the new law will bring together in a single system all environmental payments and taxes, including those for the use of natural resources, which until now had been regulated by the Fiscal Code. The Ministry maintains that the new mechanism will clarify how these taxes are calculated, declared, paid, and verified.

The document provides for a revision of the taxes applied to air emissions, water discharges, waste disposal, use of natural resources, and products that generate pollution. At the same time, the draft introduces new instruments, such as the carbon tax, the tax on single-use plastic products, and levies applied for failing to meet collection and recycling targets.

According to the Ministry of Environment, the initiative aims to reduce pollution, improve environmental quality, and ensure more efficient use of natural resources. The institution states that the law will also contribute to the transition toward a circular economy, as well as to the creation of financing mechanisms for environmental protection and climate change mitigation projects.
