The process of organizing and holding the parliamentary elections scheduled for autumn 2025 on February 19-20 is discussed by electoral authorities at a post-electoral analysis conference titled, Parliamentary Elections in Moldova, 28 September 2025: electoral integrity and prospects for democratic consolidation.
During two days, participants are analyzing how the parliamentary elections were organized, highlighting achievements, challenges and lessons learned, as well as solutions for improving the electoral process.
In her opening remarks, the president of the Central Electoral Commission (CEC), Angela Caraman, stressed that this exercise was not just a formality, but a responsibility to turn the gained experience into a step forward for strengthening democracy and the European path of Moldova.
“Elections are moments of democratic truth, when trust in institutions and the certainty that the citizen’s voice matters are measured. At the same time, the experience of the last ballot compels us to strengthen institutional resilience in the face of increasingly complex challenges – from political financing and disinformation to cybersecurity,” said Angela Caraman.
Present at the event, Parliament Speaker Igor Grosu said that the parliamentary elections from 28 September had been the most complicated in the history of Moldova.
“We faced attempts at destabilization and preparations for mass disorder, with external involvement; sophisticated vote-buying schemes; more than 1,000 cyberattacks on critical infrastructure; a massive wave of online disinformation – in August and September alone, TikTok removed over 100,000 fake accounts involved in coordinated campaigns. Today, at the CEC post-electoral conference, I can say that state institutions intervened, but it is imperative to continue these efforts, so that no other ballot is ever again threatened by dirty money or foreign influence. Democracy is not a given; it must be defended,” Igor Grosu underlined.
The discussions highlighted the need to strengthen democratic resilience and the integrity of the electoral process, in a context marked by new risks and challenges, including in the informational and digital space.
The conference’s discussions are also aimed at identifying concrete solutions to improve legislation and the electoral process, with priority given to protecting the integrity of the vote and strengthening citizens’ trust.
