Venice Commission rapporteurs visit Moldova

A delegation of rapporteurs from the Venice Commission is paying a fact-finding visit to the Republic of Moldova on 4 - 5 February.

According to the parliament’s communication and public relations department, the members of the delegation will hold discussions with representatives of several state institutions in order to prepare an opinion on Law No. 100/2025 on amending certain normative acts aimed at effectively combating electoral corruption.

In Parliament, the Venice Commission rapporteurs have scheduled a meeting with Speaker Igor Grosu. The agenda also includes talks with representatives of the parliamentary majority and opposition factions.

The Venice Commission rapporteurs also have scheduled meetings with representatives of the Ministry of Justice and the Ministry of Internal Affairs. The agenda includes discussions with representatives of state institutions responsible for combating electoral corruption – the Intelligence and Security Service, the Prosecutor General’s Office and specialized prosecutor’s offices, the National Anticorruption Center and the Central Electoral Commission.

The Venice Commission delegation will also meet with members of the Constitutional Court, the Superior Council of Magistracy, the Supreme Court of Justice and the courts of appeal of the Centre, North and South regions.

In April 2025, Parliament adopted legislative amendments aimed at effectively combating electoral corruption and its related aspects. The measures adopted concern tougher penalties for electoral corruption and the illegal financing of political parties; sanctions for electoral campaigning carried out by non-commercial organizations or by representatives of religious denominations, including in places of worship; extremist activities and measures to prevent and combat them. Amendments were also made to the Criminal Procedure Code in order to streamline and ensure the prioritised adjudication of electoral corruption offences.
