Local Public Administration Reform, explained for everyone; Moldovan State Chancellery, State Information Agency MOLDPRES launch explanatory brochure: “Strong Mayoralties, Developed Communities”

The State Chancellery and the State Information Agency MOLDPRES have launched a detailed information brochure on the Concept of Local Public Administration (APL) Reform. The document, entitled, Strong Mayoralties – Developed Communities, summarizes the stages of amalgamation and the direct benefits for citizens, turning complex legal language into a guide accessible to everyone.

Why is the reform necessary?

The brochure explains why the current administrative fragmentation has become a barrier to development. With almost 90 per cent of localities having a population below 3,000 inhabitants, the capacity to attract European funds and provide quality public services is severely limited. The document shows that the reform is not just a simple redrawing of the map, but a solution to stop the degradation of services in small communities.



 The guide is structured around three essential pillars:

Territorial Consolidation (Amalgamation): How localities will merge to reach the critical threshold of 3,000 inhabitants, necessary to sustain a functional mayoralty.

Modern Public Services: The expansion of CUPS (Unified Service Provision Centers), so that citizens can get documents and assistance without traveling to the district center.

Financial Independence: How the new mayoralties will manage their own resources and how they will access European Union pre-accession funds.

Window of Opportunity

The government underlines that the year 2026 is crucial for implementing these changes, so that the new administrative structure is fully functional for the local elections in November 2027.

“We can no longer postpone. Small communities deserve the same services as large ones, and the European resources that will come to Moldova must find mayoralties  capable of drafting projects and managing major investments,” the summary of the proposed measures reads.

Where can it be consulted?

The brochure will be distributed in printed form in mayoralties across Moldova  and can be downloaded in digital format from the government’s official website. It includes charts, demographic statistics and a clear timeline of the steps to be taken through 2027.
