VIDEO // Parliamentary hearings on Ludmila Vartic's case held in Moldova

The parliamentary commission for national security, defence and public order has requested that the Prosecutor General’s Office (PG) examine possible suspicions of influence peddling and potential attempts to cover up the Ludmila Vartic case, including by her husband or representatives of state institutions. The chair of the committee, MP Lilian Carp today made statements to this effect after hearings on clarifying the circumstances surrounding the woman’s death.

The meeting was held behind closed doors, so as not to affect the ongoing investigation. The hearings were attended by MPs from more parliamentary commissions, as well as representatives of the Interior Ministry and the Prosecutor General’s Office, including Interior Minister Daniella Misail-Nichitin and Head of the General Police Inspectorate, Viorel Cernauteanu.

Following the meeting, Lilian Carp underlined that three main aspects had been  discussed during the hearings: whether the authorities had previously known about the victim’s situation, how they intervened at the time when Ludmila Vartic was admitted to hospital after an alleged suicide attempt, and what actions were taken after the tragedy occurred.

“The main goal is to ensure that justice is done in the case of Ludmila Vartic. The first finding we highlighted is the suicide attempt of 5 November 2025. It was an attempt after which, unfortunately, the necessary measures were not taken at the Hancesti hospital. First of all, the case was not reported, which would have allowed a proper intervention. In such situations, there are more institutions that must intervene. Thus, regardless of who first identifies the case, they must notify the other institutions, in order to ensure the necessary assistance. It is serious that this case was not reported. According to the information presented in the report, the discharge sheet did not contain the necessary recommendations for treatment or for specialized medical consultations. Our conclusion is that the Hancesti District Hospital exceeded its remit,” said Lilian Carp.

In the context, the official called on all hospitals and involved institutions to comply with the mechanisms provided for in intervention regulations and not to attempt to cover up suicide attempts or cases of violence.

“If intervention had taken place at that stage, the course of events would probably have been different. Together with the commission, we highlighted the steps that should have been followed. The person should have been included in an assistance programme: psychological counselling, legal support, continuous monitoring and treatment. Most importantly, there should have been an investigation into possible domestic violence and identification of the causes that led to the suicide attempt of November 5. That date represents a critical moment at which the necessary measures were not taken,” specified Lilian Carp.

With regard to the day of death, the MP stressed that the institutions acted according to procedure.

“The police intervened on the spot, then forensic doctors were called in and witnesses were questioned, including the persons who reported the case. Family members and the victim’s colleagues were also questioned, in order to establish the circumstances that led to these actions. At the same time, a graphological examination of the letters that appeared in the public space was requested. One of them was written on November 5, and the other was found on the victim on March 3. Both are being examined, in order to establish their authenticity and the context in which they were drafted,” said Lilian Carp.

Electronic devices belonging to the victim and her husband were also seized in the case, and a large amount of technical data is being analyzed.

“The husband’s location at the time of the tragedy was verified by two methods: mobile phone antennas and traffic surveillance cameras, which confirmed his presence at the indicated place. With regard to the fine issued after the death, the police officer involved is being investigated for exceeding his official authority. Concerning the children, the Ministry of Labour and Social Protection has taken them under its care. Psychosocial assessments have been carried out and an intervention plan has been drawn up for each child, including alternative scenarios regarding guardianship or other forms of protection,” said Lilian Carp.

The case file opened in connection with this incident has been transferred to Chisinau, in order to avoid any suspicion of influence at local level, a decision the members of the parliamentary commission consider to be correct.

“The main goal is to ensure that justice is done in the case of Ludmila Vartic. That is why, we have asked the Prosecutor General’s Office to examine all aspects related to a possible cover-up, including potential influence by persons holding public office. We believe this aspect must be investigated. Likewise, exhumation has been ordered in this case. The existing forensic report is 17 pages long, and a new expert examination, including with the participation of an expert from Romania, is to confirm or refute the initial conclusions. All further actions will be communicated publicly, as justice and state institutions must function effectively to prevent such cases. Finally, we formulated recommendations for institutions to improve their response, to intervene promptly and not to tolerate any form of violence, whether domestic or in the educational environment,” concluded Lilian Carp.

Ludmila Vartic, a kindergarten educator in Hancesti, died after allegedly jumping from a block of flats in Chisinau on March 3, this year. The woman is believed to have been subjected for many years to violence on behalf of her husband, Dumitru Vartic, who at the time of her death was serving as deputy president of Hancesti district.

The General Police Inspectorate has opened two criminal proceedings in connection with the death of Ludmila Vartic. The first case concerns the circumstances of the woman’s death and the second investigates the family’s situation. Dumitru Vartic has the status of suspect in this case and is banned from leaving the country.
