The National Social Insurance House (CNAS) is marking 25 years of activity. The event was celebrated through a national conference at which developments in the social system, the digitalization of services and the strengthening of family protection measures were discussed.
Opening the event, director-general of CNAS Elena Țîbîrnă emphasized that for 25 years the institution has been administering the country’s most important system – the Public Social Insurance System, which provides pensions, benefits, and allowances, ensuring the social protection of citizens.
“Today we are talking about a quarter of a century in which the institution has stood by the citizens of this country every single day, from the very first moments of life, throughout their working years, during retirement, and even in the final moments of life. We are talking about trust, continuity, and responsibility. The story of CNAS begins in 2001, when the Government decided to merge the institutions responsible for this field into a single authority. Thus CANS was created, an institution established to bring order, legality, and transparency to a system essential for the country’s social security. For 25 years, we have been administering the country’s most important system – the Public Social Insurance System, which provides pensions, benefits, and allowances, ensuring the social protection of citizens. The institution manages one of the largest budgets in the country, amounting this year to over 49 billion lei. Behind these results is a professional and consolidated team that laid the foundation of the institution and has maintained its enthusiasm for continuous development. Over all these years, CNAS has proven that it is a strong institution, able to face the challenges of the times and to adapt to each stage of development. We have constantly focused on modernization, on efficient and digitalized administrative processes, so that our activity is simpler and more transparent for citizens,” noted Elena Țîbîrnă.
Present at the event, Prime Minister Alexandru Munteanu thanked CNAS employees for their professionalism and efforts in developing the social system.“It has been a quarter of a century in which the social protection system has been strengthened, modernized, and brought closer to people. Behind every decision and every benefit are people who need not only financial support, but also empathy, goodwill, and respect. Your work contributes to social security, to supporting families, and to protecting people in vulnerable situations. Social protection is not just about procedures; it is also about the connection between citizen and state. Behind these 25 years of activity lies the work of approximately 1,000 professionals present in all the districts of the republic. The work you carry out contributes to the implementation of social policies and to the proper functioning of the system. Social contributions are not just an obligation; they are a commitment between generations. On behalf of the Government, I thank you for your professionalism, dedication, and responsibility. The digitalization of services makes interaction with citizens faster, more efficient, and more transparent. The examples are clear: the automatic granting of certain benefits or eliminating the need for pensioners to travel. These advances bring the state closer to the people. Our goal is the same: less bureaucracy and more time for citizens,” said Munteanu.
For her part, Minister of Labour and Social Protection Natalia Plugaru stressed that over 25 years the institution has become an important pillar of the social protection system.“It is a great joy to be here today, together, at the celebration of 25 years of CNAS activity. Behind every file there are people and life stories. From the beginning of life until retirement age, the services provided are essential for citizens. Without your contribution, these results would not have been possible. Today’s anniversary is about the professionals who, through their work and dedication, have built and strengthened this institution. I thank all employees, past and present, for the constant effort to make the system more efficient, more transparent, and closer to people. In these 25 years, important reforms, modernization and digitalization processes have been carried out, as well as adaptations to new social and technological realities. Our objective is to continue modernizing the system and to simplify access to services. I wish you to remain a model of professionalism, integrity, and efficiency in public service,” said Natalia Plugaru.
The National Social Insurance House was established in 2001. The institution’s mission is to implement the state’s social policies aimed at guaranteeing citizens’ social rights by administering the public social insurance system and managing the state social insurance budget.At present, the institution has over 85 modernized public services, 22 proactive services, 100% digitalized services for the business environment, and over 1.2 million beneficiaries annually. The institution has also contributed to the signing of more than 20 bilateral agreements in the social security with countries where citizens of the Republic of Moldova work or study, in order to ensure the protection of their social rights.
