National Social Insurance House marks 25 years of activity

Social responsibility takes on meaning when the state fulfills its duty, but also when each of us contributes correctly and with trust to this common system. Prime Minister Alexandru Munteanu conveyed the message at an event dedicated to the 25th anniversary of the National Social Insurance House (CNAS).

The Prime Minister praised the professionalism demonstrated by the about 1,000 CNAS employees across the country, noting that their work gives life to social policies and keeps functional a system on which hundreds of thousands of people depend – pensioners, families with children and people in vulnerable situations.

According to Minister of Labour and Social Protection Natalia Plugaru, CNAS is one of the fundamental pillars of our social protection system, and all financial assistance provided by the Government reaches citizens’ accounts thanks to CNAS employees, who work with responsibility and dedication. “For 25 years, CNAS has been the citizens’ guarantor, ensuring the right to pensions, allowances, childcare leave and many other benefits. Behind every figure, every file and every procedure, there are different people, families and life stories,” the Minister noted.

Over a quarter of a century, the social protection system has been strengthened, modernized and has become increasingly people-oriented. Director General of CNAS Elena Țîbîrnă said that the institution currently has more than 85 modernized public services, 22 proactive services, 100% digitized services for the business environment, and over 1.2 million beneficiaries annually. “From e-reporting and e-CNAS to online appointments, electronic services, payments via MPay and more recently, proactive services, CNAS has moved from the ‘application – waiting – travel’ model to a modern model in which the state reaches out to the citizen,” the head of CNAS said.

Thus, citizens have faster and more transparent access to social rights, and the Government will continue digitalization. “When mothers automatically receive their allowance on their card, or when pensioners no longer have to make an extra trip to receive their pension – these are real advances that bring the state closer to the people,” said Munteanu.

The state also takes care of Moldovans working abroad. At present, more than 20 bilateral agreements in the social security, concluded with the countries where citizens of the Republic of Moldova work or study, ensure the protection of their rights and the continuity of contributions, regardless of where they are.

“A strong social system is built together – through work, solidarity and civic responsibility,” added Munteanu.

CNAS was set up in 2001. The institution’s mission is to implement the state’s social policies, aimed at guaranteeing citizens’ social rights, by administering the public social insurance system and managing the state social insurance budget.
