VIDEO // Labour Minister: Allowance granted to employees will not decrease

The vacation allowance will not decrease after the modification of the system for granting it. The clarifications were made today by Minister of Labour and Social Protection Natalia Plugaru, who explained the method of calculating the payment granted for vacation days.

According to the official, following the approval of the amendments, the value of a vacation day will be equal to the value of a working day.

“Based on a more sophisticated formula, which currently exists, the salary was divided by the number of calendar days, which can vary from 30 to 31 in a month. Thus, the value of one day was multiplied by the number of vacation days. Starting from 1 January 2027, for all newly accrued days, the allowance will be calculated by dividing the salary by the number of working days, which can be 21–22 days. Thus, the value of one day will be higher and equal to the value of a working day. Therefore, the vacation allowance, overall, will not decrease,” stated Natalia Plugaru.

The Minister also referred to individual employment contracts or collective labour agreements that provide for more vacation days.

“These days remain valid, but they will be proportionally converted into working days. The Labour Code will stipulate that no fewer than 22 working days of annual leave can be granted, and all other negotiated days remain valid. I reiterate that the changes will not have a negative impact on citizens. On the contrary, they bring more transparency and fairness in calculating the allowance and vacation days,” added Natalia Plugaru.

The annual leave regime will be modified starting 1 January 2027. Leave will be expressed in working days, and not in calendar days as is currently the case. The new rules apply to employees in all sectors. The authorities maintain that the changes are necessary to provide greater clarity, predictability, and fairness.
