DOC // Moldova ratified Cape Town Agreement on fishing vessel safety
The Republic of Moldova has ratified an international treaty in the maritime field. The document aims to strengthen the safety of fishing vessels. The law and the presidential decree promulgating it were published today in the Official Journal.
The document concerns the 2012 Cape Town Agreement on fishing vessel safety, adopted under the auspices of the International Maritime Organization. It aligns national legislation with international standards in the field.
The Cape Town Agreement establishes a mechanism for implementing the 1993 Torremolinos Protocol, related to the 1977 International Convention for the Safety of Fishing Vessels, and sets out a mandatory safety framework for fishing vessels of 24 metres in length and above.
Thus, the document lays down technical requirements regarding the construction and structural integrity of the vessel, intact and damaged stability, mechanical and electrical installations, life-saving and fire-fighting equipment, as well as navigation and radiocommunications equipment. The flag State is obliged to verify compliance with these requirements through a system of periodic inspections, resulting in the issuance of international safety certificates.
For the Republic of Moldova, ratification of the document responds to the need to align the national regulatory framework with international and European practices in the maritime field. Ratification strengthens the credibility of the Moldovan flag, facilitates cooperation with maritime authorities of other states and helps reduce the risk of additional controls on Moldovan vessels in the ports of states that are parties to the conventions.
The law shall enter into force upon the publication in the Official Journal of the Republic of Moldova.
