Moldova launches Fiscal Inspectors without Borders' Programme, with support of OECD, UNDP

The State Tax Service (SFS), with the support of the Organization for Economic Cooperation and Development (OECD) and the United Nations Development Programme (UNDP), has launched, for the first time in Moldova, the international programme, Fiscal Inspectors Without Borders.

The event marks a significant step in strengthening the country's fiscal capacities and modernizing tax administration processes, by aligning with international best practices. Corina Alexa, Secretary of State at the Ministry of Finance, emphasized the project's importance for strengthening fiscal analysis, control and investigation capabilities.

‘’We treat this program with utmost responsibility and rely on the support of our partners, in order to build a fair taxation policy and an efficient administration process, meeting expectations,’’ said Corina Alexa.

Olga Golban, Director of the SFS, said that Moldova was undergoing a comprehensive process of fiscal modernization, both in legislation and in administration practices:

‘’We align with the best international practices and develop clear and fair mechanisms. Creating the subdivision dedicated to transfer pricing is an essential step in strengthening the trust relationship between the tax authority and the business environment,’’ highlighted Olga Golban.

For his part, OECD's representative, Harry Tonino, noted that the launch of the Programme in Chisinau marked the beginning of a significant transformation.

‘’The programme will strengthen the skills of tax inspectors, support the application of international standards, and contribute to a more stable and attractive economic climate,’’ emphasized the OECD representative.

At the same time, UNDP Moldova's Deputy Resident Representative, Seher Ariner, highlighted that investments in skills, digitization and transparent fiscal policies represented the foundation for a stable economy and Moldova's European path.

During September 8-12, 2025, international expert Radu Anghel will provide the SFS with training and technical support in the areas of transfer pricing and advance pricing agreements—a crucial instrument for preventing base erosion and ensuring a competitive and fair tax environment.

Moldova's participation in the Fiscal Inspectors Without Borders Programme reaffirms the authorities' commitment to strengthening tax administration, improving voluntary compliance and providing a fair tax climate for businesses and citizens, SFS added.
