Moldovan energy regulator finds out downward trend in fuel prices at end of 2025 year

The oil products market of Moldova was characterized by moderate volatility throughout 2025. Thus, from the beginning of last year, a general downward trend in prices was recorded, reaching minimum levels at the end of 2025.

According to the National Energy Regulatory Agency (ANRE), the maximum price for COR 95 petrol, of 24.79 lei/liter, was recorded during the period of January 25–28, 2025. The minimum price, of 21.72 lei/liter, was reached on December 31, 2025.

“The difference between the maximum and minimum levels was about 3.07 lei/liter, showing a significant reduction in prices by the end of the year. Moreover, prices below the threshold of 22 lei/liter had not been recorded since January 2022, almost four years ago,” said ANRE.

For standard diesel, the maximum price of 21.71 lei/liter was recorded on January 25-27, 2025. The minimum price, of 18.15 lei/liter, was reached on May 14, 2025.

“The annual variation in diesel prices was approximately 3.56 lei/liter, with the lowest levels recorded in May and also at the end of the year, when the price reached 18.53 lei/liter,” noted ANRE.

In 2026, the prices set daily by ANRE will be influenced during the first two weeks by more administrative factors that came into effect on January 1, 2026. They include the application of the new excise values - petrol: +0.56 lei/liter, including value added tax (VAT); diesel: +0.26 lei/liter, including VAT. At the same time, prices are influenced by the increase in the energy efficiency contribution level – petrol: +0.07 lei/liter, including VAT; diesel: +0.08 lei/liter, including VAT. Additionally, another criterion is the adjustment of the specific commercial margin - petrol: +0.04 lei/liter, including VAT; diesel: +0.04 lei/liter, including VAT.

“After the full inclusion of these components in the first two weeks, there will be no other administrative factors influencing the prices. Thus, ANRE estimates a partial stabilization of prices, which will then depend exclusively on Platts fuel quotes and the national currency exchange rate,” announced ANRE.

Under these conditions, for the period of January 3-5, ANRE set the following maximum retail prices for the main standard oil products: 21.92 lei/liter for COR 95 petrol (+ 0.18 lei) and 18.70 lei/liter for standard diesel (+ 0.14 lei).

ANRE continues to monitor the situation and developments on international petroleum markets and assures consumers that the current mechanism is extremely transparent, ensuring maximum fairness in the formation of prices for oil products.
