The Agency for Geodesy, Cartography and Cadastre has carried out the process of assessing and reassessing the cadastral value of real estate across the country and today launched public consultations to verify the preliminary results. Citizens can check the data on geodata.gov.md website, and property owners who disagree with the technical characteristics included in the assessment have 90 days to file appeals. The process of validating the new cadastral values will be finalized by the end of October, after which they will be implemented starting in 2027.

Director General of the Agency for Geodesy, Cartography and Cadastre Ivan Danii stated today at a press conference that the assessment and reassessment of real estate brings cadastral values closer to economic reality. According to the official, the update of cadastral values is taking place given that the last general assessment was carried out between 2004 and 2011.

Some properties were not included in that assessment process at all, while others no longer correspond to the current market reality.

As a result of the process, eight valuation models have been developed for real estate.

"We cannot operate in 2026 with values from 2004. The assessment and reassessment of real estate brings cadastral values closer to economic reality. We carried out mass assessment of properties that had never been evaluated before, such as residential houses in villages and agricultural land without constructions. We reassessed properties that were previously evaluated but no longer meet current requirements. These include apartment blocks, residential houses in cities, vacation houses, garages, and commercial and industrial properties," said Ivan Danii.

Updating the cadastral values of real estate brings several benefits for citizens.

"Our next objectives are to align real estate values with economic reality and to create a modern system for real estate management. Here we aim to carry out property valuation once every three years. This will allow us to have safer transactions. When citizens need to carry out a sale-purchase, inheritance, or donation transaction, they will no longer have to obtain individual valuation reports to determine these values. By updating cadastral values so that they are closer to market values, we reduce certain payment coefficients or tariffs for capital gains. When the value is closer to the market value, there are fewer additional payments at the notary," he said.

At the same time, the new cadastral values will be able to be used by local public authorities "to strengthen local budgets." "Yes, the update and use of these cadastral values will be used by local public authorities, but they will set the final tax coefficient. Through this mechanism, we wanted citizens to know what the cadastral value is, what coefficient is applied by the local public authority, and what the final result is," Ivan Danii emphasized.

Citizens can review the cadastral values and the technical parameters used to determine them by accessing geodata.gov.md website. The information can also be accessed by citizens living abroad. Subsequently, owners who disagree with certain technical characteristics included in the assessment have a period of 90 days to file an appeal. Citizens can verify whether the technical parameters, such as the presence of utility networks or the registered areas, correspond to reality, and they have the right to contest any discrepancies identified. At the same time, individuals who encounter difficulties or do not have internet access can contact the offices of the Territorial Cadastral Services in districts or municipalities, as well as local town halls (LPAs), where they can obtain the necessary information on the results of the assessment and reassessment.

After the period for submitting appeals by citizens, which expires on April 30, there will be a period during which the appeals will be reviewed, followed by official notification of citizens regarding the cadastral values.
