Reforming recruitment in civil service: from legal framework to implementation

On September 17, 2026, the State Chancellery, with the support of the Attractive and Efficient Public Administration in Moldova project, implemented by GIZ Moldova and funded by Germany’s Federal Ministry for Economic Cooperation and Development (BMZ), organized a workshop on modernizing the civil service recruitment and entry system.

The event was attended by representatives of human resources subdivisions from public authorities and institutions, appointed as members of the working groups responsible for developing and validating questions for the written test.

The workshop was organized in the context of the adoption of Law No. 154/2026, which introduced a pilot recruitment mechanism for civil service positions within the State Chancellery and ministries. The new mechanism aims to modernize the recruitment process, increase its transparency and objectivity, and select candidates suited to civil service positions.

Participants discussed the structure and content of the written test matrix, the principles underpinning the development of test items, and the process of creating and validating the question database. Particular attention was paid to ensuring that the questions assess not only theoretical knowledge but also candidates’ ability to apply it in situations specific to public administration activities.

Government Deputy Secretary General Alexandru Iacub emphasized the importance of developing a simplified, efficient, and high-quality written test that would enable the objective assessment of candidates’ knowledge, skills and potential.

The workshop represents an important stage in preparing the pilot mechanism and strengthening cooperation among the institutions involved in modernizing the civil service recruitment system.
