DOC // New rules for recognition of professional qualifications obtained abroad

New rules on the recognition of professional qualifications obtained abroad have been established by a law published today in the Official Journal. The legislation regulates procedures for qualifications acquired in the states of the European Union, the European Economic Area, the Swiss Confederation and, under certain conditions, third countries.

Under the new provisions, a person whose professional qualification is recognized will be able to access in the Republic of Moldova the same profession for which they are qualified in their country of origin and exercise it under the same conditions as a professional from the Republic of Moldova.

The law also introduces an automatic recognition mechanism for qualifications that meet the conditions set out in European legislation. This applies, among others, to qualifications for doctors, general care nurses, dentists, veterinary surgeons, midwives, pharmacists and architects. For these professions, minimum training requirements must be met for a qualification to be eligible for recognition.

Automatic recognition does not mean that any diploma obtained abroad will be accepted without verification. The competent authorities will check whether the qualification title and professional training comply with the conditions established by law.

Another important change is the digitalization of procedures. The requirements, formalities and procedures necessary for access to regulated professions may be completed remotely, through electronic means, including via the Electronic One-Stop Shop or through the competent authority.

The document also introduces the European Professional Card, an electronic certificate used in the European area for certain professions. For professions for which this instrument is available, qualification holders will be able to choose between applying for the European Professional Card and following the standard recognition procedure.

The Ministry of Education and Research will serve as the Assistance Centre for the recognition of professional qualifications. Interested persons will be able to receive information about recognition procedures, access requirements for regulated professions, and labor and social security legislation.

Statistical data show that the number of people requesting recognition of professional qualifications obtained abroad has increased in recent years. Between 2020 and 2025, approximately 1,170 recognition certificates were issued in the Republic of Moldova.
