Public administration reform strategy for 2023-2030 discussed at Moldova's government
Chisinau, 13 March /MOLDPRES/ - The draft public administration reform strategy for 2023-2030 has been discussed by the members of the parity commission for decentralization, at a meeting chaired by Prime Minister Dorin Recean. The document of policies, due to be approved by the cabinet, describes the vision, actions and resources needed, order to speed up the European transformation of the public institutions centrally and locally, the government’s communication and protocol department has reported.
The PM appreciated the assistance of the foreign partners in the process of working out the Strategy, as well as the constructive dialogue between the central and local authorities. Recean noted that each authority had had possibility to contribute to giving the final touches to a framework document on the public administration. ‘’The strategy fits in the context of the efforts of Moldova’s European integration and shows us the direction we should gradually move, in order to achieve our common goals – edification of public services as close as possible to citizens and strengthening the administrative capacities of the local public authorities,’’ Prime Minister Dorin Recean said.
On the next period, according to the Government’s Secretary General Artur Mija, the central and local authorities will cooperate, in order to elaborate the documents necessary for the implementation of the Strategy, including the law on the voluntary amalgamation. Meanwhile, the dialogue will continue on the platform of the sectoral working groups for decentralization. Besides those seven groups already created, at a request by the mayors, another two groups will be set up – on the culture field and domestic affairs.
The local public administration representatives praised the openness they enjoyed on behalf of the government. They stressed that, only through joint effort, the best solutions would be identified to solve the problems locally and Moldova’s advancement in strengthening the public institutions. In this respect, the commission members discussed the motivation of civil servants locally, financial decentralization, as well as importance of the project on delimitation, assessment and registration of real estate and public property lands.
