Allocation of housing for participants in Chernobyl disaster response – clearer and fairer process

The process of allocating housing for participants in the liquidation of the consequences of the Chernobyl accident will become clearer, more transparent, and fairer for all beneficiaries.

The draft decision approved by the Government concerns the conditions for distributing apartments in the residential building located at 91/3 Alba Iulia Street in the municipality of Chișinău, which are intended for participants in the liquidation of the consequences of the Chernobyl accident.

When applying the existing rules, unforeseen situations were identified that did not allow for the allocation of housing according to their size, number of rooms, or floor level. Approximately 46% of the selected beneficiaries are single persons, and 40% are families of two members, which made equitable decision-making difficult.

To resolve these ambiguities, the draft decision proposes better-defined rules that will ensure a transparent and objective allocation of housing.

Conditions introduced to clarify the allocation process:

1) the person has not owned a dwelling from 1986 until the date of submitting the application and has not participated in the privatization of the housing stock;

2) the person does not own a dwelling, has not participated in the privatization of the housing stock, but has previously alienated a dwelling under the conditions provided for in point 4 subpoint 5) of the Regulation;

3) the person has not participated in the privatization of the housing stock, but owns a dwelling acquired by inheritance;

4) the person has participated in the privatization process, in accordance with the exception provided for in point 4 subpoint 6) of the Regulation, but according to the documents attached to the application, does not currently own a dwelling.

“We aim to finalize the selection process and, by the end of April, to announce the beneficiaries of these apartments. Those who took part in the liquidation of the consequences of the Chernobyl accident deserve our respect and support, and this project is meant to ensure a fairer process for everyone,” said Natalia Plugaru, Minister of Labour and Social Protection.
