Works of modernization of district heating systems in Chisinau, Balti to be declared of national public utility; draft passed in first reading

Chisinau, September 24, 2026 – Works to modernize the collective district heating systems in residential apartment buildings from Chișinău and Balti will be declared to serve a public utility of national interest. Two draft laws on the matter have been passed by the parliament in the first reading.

The legislative initiatives concern the implementation of the investment projects “District Heating System of Balti Municipality (CET-Nord JSC),” Phase II, and “Optimization of the Centralized District Heating System in Chișinău Municipality.”

The purpose of the projects is to remove legal obstacles and establish a clear, coherent and applicable regulatory framework that would enable the modernization of collective district heating systems. The authors propose establishing a special legal regime, limited in scope and duration, to allow for the modernization of internal heat distribution systems and the installation of individual heating substations. Property owners will be notified 10 days before the necessary works begin, while the construction company will be required to identify and repair all damage.

Under both drafts, the application of the special easement will be strictly limited to the works provided for and carried out in accordance with the principles of necessity, proportionality and minimal interference with property rights. According to the authors, without such a mechanism, the works could be delayed, as the getting of the individual consent of property owners would be required for each building included in the residential blocks targeted by the projects.

The project, Optimization of the Centralized District Heating System in Chișinău Municipality, provides for the rehabilitation of systems in 1,700 residential buildings, while the District Heating System of Balti Municipality project targets 296 residential buildings. Both projects are financed from external sources, including through the European Bank for Reconstruction and Development and other international development partners.

The drafts will be examined by the parliament in the second reading.
